Summary:
This position serves as the primary point of contact for the NW Washington Migrant network.
This role will work migrant staff, migrant Districts, and non-migrant districts with migrant eligible students to support migrant academic services, out of school youth, and health services.
They will with statewide networks support migrant initiatives in Western Washington through supporting out of school youth, pursuing grant opportunities, leading and collaborating with key partners, health services, migrant academic services, and other initiatives of OSPI's migrant department.
Essential Functions:

Incumbent(s) may not perform all duties listed and may be required to perform additional duties not listed, but within the general scope of the position.
Lead the Migrant Education Program (MEP) team in the delivery of migrant education services in Western Washington, ensuring NWESD's MEP Scope of Work (SOW) is fulfilled each program year.
Work collaboratively with the Office of the Superintendent of Public Instruction (OSPI) MEP, the Migrant Student Data, Recruitment and Support (MSDRS) office, and the Association of Educational Service Districts (AESD) serving migrant students to develop and inform system-level training, assessments, implementation tools and processes.
Embrace and implement strategies that promote equitable opportunities for student and families that are vulnerable to cultural/linguistic barriers, and that celebrate and honor heritage and culture.
Lead with the values of equity that include racial equity, diversity, and inclusion.
Lead and/or facilitate Innovative Projects working with MEP staff to plan, deliver and continuously improve projects.
Assist the Director or Assistant Superintendent with budget planning, monitoring of monthly invoicing, and reporting.
Lead the MEP team in tracking the progress of SOW deliverables throughout the year, assuring all required activities are completed.
Facilitate collaboration and connection with other NWESD 189 departments (Special Programs, Teaching and Learning, Early Learning, Behavioral Health & Prevention Services) to assure migrant services are integrated into PreK-21 educational initiatives and services.
Supervise, evaluate, and mentor migrant education staff.
Develop and maintain relationships with district Federal Program Directors, Migrant Education Coordinators, and other district staff that serve migrant students and families.
Lead and facilitate FPD professional learning opportunities and provide on-going technical support with iGrants, program planning, coordination with federal/state programs, and other areas related to migrant education services.
Serve as the main contact for Non-Project Districts and assist with coordination of services to migrant students in Non-Project Districts Required knowledge, skills, and abilities:
Skill in project-management with a strong understanding of workflow.
Knowledge of and commitment to the practices of equity, diversity, and inclusion.
Ability to develop successful relationships with districts and community-based organizations.
Ability to establish and maintain collaborative working relationships with colleagues and administrators, OSPI staff, and other NWESD staff, workshop/conference presenters, board members, students, and the public.
Ability to utilize effective teaching techniques for adult and student learners.
Knowledge of and ability to utilize effective leadership and supervisory techniques.
Skill in meeting planning and facilitation, both in-person and on-line formats.
Skill in effectively communicating in both oral and written format.
Knowledge of migrant population needs and challenges.
Ability to locate research and evaluate information, understand statistical analysis, and have a working knowledge of copyright law.
Ability to organize and follow through on multiple tasks, address concerns as they arise, meet deadlines, and plan ahead to meet future needs and goals.
Knowledge of the current literature, trends, and developments in the field of Migrant Education.
Qualifications:
Bachelor's degree or equivalent work experience in Education, Migrant learning or related field required.
Spanish, Russian, or Punjabi language skills preferred.
Experience working with K-12 systems including supervision preferred.
WSP/FBI criminal history background clearance required.
Valid Washington State driver's license and proof of liability insurance required.
Working Conditions/Physical Requirements:
Work is primarily performed in an office environment; however, travel may be required for district visitations throughout Western Washington, workshops or conference attendance.
Lifts and carries a maximum of 30 pounds.
Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.
Hazards:
Potential hazards are present based on the fact that the position requires the incumbent to drive a significant amount.
Hazards may include but are not limited to traveling alone, driving in inclement weather conditions, varied road conditions, rush hour traffic, etc.
